I need more time for the fire prevention/fire safety animation. Last week, I did ask during the executive meeting if it’s permissible to self-fund it. See Environmental Committee: Fire Safety Cartoon, III below. To put the answer in my own words: It’s not advised. I also asked for the final month of my term. I opted not to run for the executive committee at the most recent election, so my term – it turns out – ended in December. What I thought was a two-year term from my start date (month) in 2021 actually ends for any committee chair on the same calendar year. Therefore, I’m serving as Acting Chair of the Environmental Committee and will update last month’s update to reflect that. I’d like to finish what I thought would be the duration of my term. In the meantime, please consider becoming interim chair by appointment thereafter. On another note, Part 2 of my response to a series of articles <Redacted> sent me follows. As stated in the January update, I’ll narrow the topic to that referenced in their respective topics in the interest of time. “WHAT THEY ARE SAYING: Environmental Justice and Congressional Leaders, Advocates Applaud the New Climate and Economic Justice Screening Tool” (whitehouse.gov, Nov. 2022) I applaud that federal agencies have an improved Climate and Economic Justice Screening Tool, v1.0 (geoplatform.gov) to, in part, reflect regions of Black; low-income; First Nations; and other communities marginalized by pollution, redlining, risk of climate adversity, etc. I also understand from the press release that it’s a tool that the Biden Administration’s Justice40 Initiative will use to identify the delivery of federal investments to minimize these factors. Ironically, the Administration has also expressed nuclear energy as an infrastructural goal in the national transition to carbon-free energy generation. From what I know about nuclear energy, it generates a large – if not the largest, capacity of carbon-free energy. Yet, a possible meltdown of a reactor or catastrophe to the storage of radioactive waste renders some climatic buffers i.e. greenspace and tree canopies inconsequential. Also see Environmental Committee: Tree Canopy on Cameron Street Flood Zone below. “Soup slinging doesn’t aid climate activism” (A. Prang, Nov. 2022) Thank you for this one. The sample size of the Penn study was small (1,000) but reflective of my casual observations. Albeit subjective, I’ve noticed the more-frequent double-takes and questions by onlookers from multiple demographics noted. Coincidentally, I noted the interest factor at a training for the most-recent such action I was part of. At the action itself, on the other hand, I too recognized the political affiliation – another noted demographic – of those who mocked us and – in one instance – led to a physically painful encounter for a fellow participant by a disgusted individual. [Once again], Happy New Year! How about I respond to the articles related you've gifted me on environmental justice and such over the last several months as January and February updates? I'd like to focus my responses on their titles because of the number of articles addressed. "Putin's War Is a Crime Against the Planet" (T. L. Friedman, Sept. 2022) This piece is the first I've heard of protected forests in Ukraine as a funding source to combat its invasion by Russia. I expect that Ukrainians themselves will need more timber just to rebuild their own communities. It would not surprise me if worldwide timber prices rise as wheat and fuel have. Or if Ukraine itself witnesses a rise in illegal logging or imports on timber trafficked from protected lands elsewhere, including indigenous lands. "They're 'World Champions' of Banishing Water. Now, the Dutch Need to Keep it." (R. Zhong, Oct. 2022) Wow. Access to freshwater seems to be a challenge for the Netherlands that Phoenix might avoid. Independent of the dwindling supply of water from the Colorado River, one water utility company claims to have enough water supplies, underground reserves, etc. to supply the growing, bone-dry area for the next 100 years. Unfortunately, I'm not able to provide more reactions because some of the links were essay-length. How about I keep it going with another 2-to-3 reactions -- until I get through them all? Seasons Greetings! Earlier this month, I had a cold after nasal congestion from seasonal allergies migrated to my chess. I think the lack of direct sunlight, exercise, and shortening daylight hours during that shut-in period left me lethargic. But I'm better now. Please allow me another week to reply to all the environmental justice articles you sent me in recent weeks. <Redacted>, you raise a good point. There were no objections to my expressed desire to license the fire safety cartoon to the branch. During the next executive meeting, I'll ask if a motion on that is necessary or appropriate. In regard to optimizing grant funds for volunteer fire companies, HB1178 passed the state House and in October made it to Committee in the state Senate (VA and Emergency Preparedness). Ever lived in or nearby a house with a chimney?
Apparently, running fireplaces with chimneys are fire hazards if not cleaned and -- for structural integrity -- imaged (yep, pictures). And the sound of their burning firewood seems to be one indicator. Burning wet firewood and burning dry firewood have different sounds, according to Joseph Ochal, chimney sweep and founder of Chimney Scientists in Conshohoken. A chimney catching fire quite another sound -- like a freight train, Ochal said. Unless it burns gas logs, I get the impression that chimneys are like a built-in space heater; they're for temporary use only. If not an inconvenience for them at this time of the school year, then I'm available to meet with the two environmental science students. Feel free to give them my email address and phone number if they don't have them. Or you can give me their contact info if you have it. I think my term as chair of the Committee expires in the middle of next year, and I chose not to run for another term. Nonetheless, I have several proposals that I still want to make good on. During an August branch meeting, I shared my desire to reach out to the City's Shade Tree Program for: 1) Consideration of planting a tree canopy along South Cameron Street, and 2) A pilot program (with PPL) to cut back tree limbs from power lines in low-income neighborhoods See Environmental Committee: Tree Canopy on Cameron Street Flood Zone below. As referenced in the second point, PPL is another entity I'd like to reach out to (and/or UGI, if servicing a specified neighborhood). The next month, in September, I offered to draft a letter of tentative support for HB1178, which seeks to maximize grant funding for volunteer fire departments in PA. This year, I've had a couple of trainings in writing op-eds and therefore wanted to make the letter more personable to the lay legislator. For the sake of time, however, I'll sum up the points I've already made in September. See Environmental Committee: Pa. Volunteer Firefighters below. In regard to the animated cartoon on fire safety, I've found an application with which to create it. It's a little costly and, as mentioned in October, I'm financing without branch funds; therefore, I hope to produce it, then screen it for you in February. Cheers! It's our second Halloween as the founding Harrisburg NAACP Environmental Committee. It's also time for production of the animated cartoon on fire safety and prevention. As mentioned in the executive meeting, I'll produce it with personal funds rather than branch funds. However, I'll license it free to the branch in the name of the Environmental Committee. I'd like to retain the rights to the non-commercial cartoon because of my investment in time, creativity, and intellectual property. I ask for your understanding. A shortened transcription of the mayor's remarks [follow]. I can't help but notice similarities between her remakes on the fire department, fires in the city, and (the) Committee [newsletter], especially (that) from last month. See Environmental Committee: Pa. Volunteer Fire Departments below. While calls to [non-comprehensible] have risen, they too have risen to the challenge of protecting Harrisburg citizens. Harrisburg Bureau of Police is staffed 24 hours a day, 365 days out of the year, 7 days a week. They are always on call, ready to spring into action. Oftentimes, they respond to fires in the City in under five minutes, which [inaudible] an accomplishment. [Inaudible] ... it's believed to be the fastest in the fire department's history. Because of that, I am beyond proud to say that not a single life under their watch in the year 2022. And it's not just lives being saved; it's property as well. Hundreds of thousands, if not millions of dollars, of property has been saved by our firefighters this year. Furthermore, a lack of volunteer firefighters is putting an even greater dependence on our firefighters. [Inaudible] ... municipalities outside the city is at an all-time high. And it's not uncommon for Harrisburg firefighters to [inaudible] ... arrive first on the scene. And [inaudible] ... our firefighters are put into [inaudible] ... it's more than just local; it's national. Eight members of the Harrisburg fire department just returned home from Florida. where they helped search-and-rescue mission in the wake of Hurricane Ian as members of PA Task Force One, an elite group of first responders working under FEMA. On another note, congratulations to the Harrisburg Fire Department and residents of the City of Harrisburg affected by fires, especially residential ones. In the 2022 State of the City Address, the mayor noted that no fatalities have resulted in any fire up to that point. To answer your question, <Redacted>: I've seen no movement on HB1178 yet. Rep. Jerry Knowles (Schuylkill, Berks, Carbon) introduced the bill, an amendment, earlier this month. I am, however, following its development via legis.state.pa.us. For those who might read the blog version of this newsletter, I shared my [tentative] support for HB1178 during the September branch meeting. The bill would maximize funding for collaborating or merging fire companies in Pennsylvania. Currently, those companies that merge or collaborate experience reduced funding after year 10 of a grant. For instance, three small fire companies might have a combined grant of $30,000. After year 10, the grant is reduced to $10,000 because the companies are then treated as one unit for the purposes of funding, Ironically, companies might merge or collaborate in an effort to meet the shortfall in reduced funding and share in the cost of necessary equipment i.e. a new fire truck, which can cost up to $1 million. (Source: Min Xian, Spotlight PA, Aug. 2022) Over 96% of fire companies in Pennsylvania are voluntary, according to the U.S. Fire Administration, one of the five highest rates in the country. So keeping them funded, staffed, and operational is vital. With respect to the City of Harrisburg, I think it'll reduce the likelihood of smaller companies in surrounding townships and boroughs from seeking the well-staffed and salaried Harrisburg Bureau of Fire as go-to assistance. That way, the Harrisburg Bureau of Fire can focus on what I presume for the densely populated city is a higher incidence of residential fires at greater risk for multi-structure damage, loss of life, and the displacement of residents and families. I'll finalize and email you a script in support of HB1178 by Oct. 9, which is Fire Prevention Day, according to Fireboy to the Rescue! The book is one of several referenced for the script on fire safety and prevention. Aside from a message I'll seek from Chief Enterline of the Harrisburg Bureau of Fire, the script should be good as ready in October. <Redacted>, I did get the article you gifted me about an environmental justice issue in south Memphis. I do appreciate it the gift. I wanted to get to it sooner, but I'll read and respond to it before the end of the week. I was not asked to give a report during the general meeting, so here's a generic summary of my report in the Executive Meeting: I proposed reaching out to PPL and the City of Harrisburg's Shade Tree Program if none else for a small pilot program to remove or prune problem trees growing into power lines. It'll focus on a few blocks with low-income homeowners. This topic of trees and powerlines goes back to our conversation in July about the need for a tree canopy in low-income neighborhoods. I also expressed my concern that some blocks (i.e. Uptown) have trees growing into powerlines along a row of contiguous backyards. In addition, I recommended South Cameron as a place to transform a flood zone into a tree canopy -- really, an urban forest. I haven't checked plans from the Dept. of Parks, Recreation, and Facilities, but I'll reach out to them on behalf of the Environmental Committee for the sake of fire prevention and safety. Speaking of fire prevention/safety, I've attached Draft 3 of the educational script on the same subject. I had a decent amount to add, but I'm not done. Ironically, I had to find a stopping point at one of the stories that inspired me to focus on young learners. Three years ago this month, all five children -- four of whom were siblings -- died after a night-time fire at a daycare in Erie. I dedicate this newsletter to their memory. The ingestion of copper, on the other hand, can lead to diarrhea, vomiting, nausea, and the like. Lead and Water Sampling is conducted under federal regulations and the state's Lead and Copper Rule three times a year. The current deadline to sample your water is Aug. 31. In addition to bus travel to/from multiple appointments..., I've been petitioning registered voters on-foot... ahead of a statewide deadline tomorrow. This included 90-degree weather yesterday and even hotter the day of the NAACP meeting several days ago. Admittedly, I dozed off hard after the executive meeting started and again after the general meeting started. My [drowsiness] was part of the reason I had no report on behalf of the Environmental Committee, though I had a draft report about the aforementioned Lead and Water Sampling mentioned above. Good to hear from you. I hope you got my response email about coffee and such. I got a replacement computer, so I hope to join the next NAACP meeting by computer rather than conference call or mobile app. The second draft of the script on fire safety and prevention is complete. For this draft, my focus was on fire safety rather than fire prevention. For now, the fire safety portion will use more visual stimuli. In July, the third draft will focus on the role of the fire department and firefighters. I might do a fourth draft to bring the three parts together. Good news! I have a draft script for the animated cartoon on fire prevention and fire safety. It focuses on fire safety this time around. However, the second draft will include fire prevention. I don't have the script for the educational cartoon on fire readiness yet. I failed to make the draft an earlier priority. Since the Committee update last month, I've volunteered more than 30 extra hours at work (including 10 tonight -- and not to mention 10 more on May Day tomorrow). Between time-sensitive events i.e. replenishing my emergency savings; self-filing state/federal/local taxes; receiving dental and specialty medical care for the first time in three years; and an eight-hour training for a recertification exam (that ended the afternoon of the branch meeting a couple of days ago), I just didn't make the script a priority. However, it's no excuse. I first committed to the active drafting of the script a few months ago. See Environmental Committee: Research on Basic Fire Safety, Prevention below. I want to do better. Fortunately, tomorrow is the start of a new week -- and a new month. It'll help me track my progress if I commit 10 minutes or more to the script until the next meeting. In regard to fire readiness, the American Red Cross says it responds to home fires more than any other emergency event. It also notes that home fires -- often preventable -- claim the lives of seven people each day. Every May, the organization hosts its annual "Sound the Alarm - Save a Life" campaign for which volunteers install 50,000 smoke detectors across the country. Aside from a personal fundraising challenge, the volunteer event nearest Harrisburg is in Maryland. The following link contains a toolkit of factoids/short videos/print-outs on testing a smoke detector every month, performing a two-minute fire drill -- and more. Thank goodness for spring -- my favorite time of the year! Around the first week of April, I'll send you the rough draft for the cartoon on fire prevention and safety. I'll notify you of an alternative means by which to send it if you provide me with no mailing address. Last summer, I kept emphasizing the Committee's attempts to partner with a tenant association, as well as plans to do the same with the fire department. Also see Environmental Committee: GTHU and Environmental Committee: GTHU, II below. The branch acknowledged the benefit of partnerships, but noted that the organization is a historic one with its own identity. Tonight, however, I've heard more acknowledgments and efforts by general and executive members to cooperate with other organizations. Speaking of the fire department, the Harrisburg Fire Bureau and Community LifeTeam EMS held its first CPR training at Firehouse #2 on 16th Street. The department intends to hold such a "meet-and-greet" every month. For more info, visit the news section under the "Government" category at harrisburgpa.gov. Or call 3-1-1. From June 11-13, Harrisburg will host the Pennsylvania Climate Convergence -- #PAClimate2022. According to pennsylvaniaclimateconvergence.org, the gathering will demand "urgent legislative and administrative action... to phase out... greenhouse gas production." At the conjunction of the spring planting season this month and Arbor Day in April, I'd like to recognize a 2004 Nobel Prize winner and founder of the Green Belt Movement for Women's History Month.
Among her accomplishments, the late Wangari Maathai spearheaded the planting of 20 million trees by women in Africa's Great Lakes Region. Before she became the first woman to earn a Ph.D in either East or Central Africa, Wangari earned a master's degree from the University of Pittsburgh in 1966. I’m currently working on a draft script for the Committee’s.... cartoon on... fire prevention for grade-schoolers in Harrisburg. One note in the course of my research: The second-leading cause of annual U.S. house fires (65,000) stems from electrical equipment to keep ourselves warm. (Source: Electrical Safety Foundation International/ESFI). PPL recommends consumers use equipment like electric blankets and space heaters one at a time -- and only long enough to "break the chill," so to speak. Opt for newer devices, which are more-likely to have built-in safety features like timers and automatic shut-off if knocked over. Black History Month
In commemoration of Black History Month, I want to recognize the former EPA employee behind the nation’s first federal whistleblower’s act of the 21st Century – otherwise known as the No FEAR Act of 2002.
Marsha Coleman-Adebayo won a judgment against the EPA in the aftermath of her accusations against it in South African communities. Those accusations include the agency reneging on a waste management project at an orphanage and water contamination leading to the death of hundreds of locals. Coleman-Adebayo recounts her story in No FEAR: A Whistleblower’s Triumph over Corruption and Retaliation at the EPA. A columnist and activist in Maryland, she's also a former member of the Black Panther Party for Self-Defense. With that, I hope to see you at the general meeting this evening. I came across your email response to the Committee's December update. ... and a Happy New Year to you, too! I almost forgot about the major residential fires in New York and Philly. I understand a child might've sparked the latter blaze, unfortunately. In regard to the Harrisburg NAACP, I was present for the general meeting via conference call last week. (So much for my desire to get this update out before then.) I had nothing new AND tangible to offer as an update at the general or executive meetings. Since then, I've placed holds on eight books for grade-schoolers that I'll get at the nearest branch of the public library. They'll help to inform the cartoon script so that the youngest learners can exercise fire safety at home. This is in addition to the online videos bookmarked here. Because I work overnight, it's inconvenient for me to get up hours early to catch the bus or rideshare for back-to-back meetings at the newly secured [Edgemont] Firehouse. As planned in my November update, I did contact Chief Enterline of the city fire department for a brainstorming session. On Dec. 14, I left a voicemail and sent him the following email: Hi, Chief Enterline. Apologies for getting back to you so late. The Environmental Committee (Harrisburg NAACP) is still interested in community outreach with the fire department. I work at night now, but I'm available to meet any day after 10 a.m. Whether or not the session happens, I'll reach out to the department again for a cartoon on residential fire prevention for early learners. In my proposal to State to chair this committee, I projected the script's completion in just six months from our committee's activation. This was, however, too ambitious a deadline. In the next update, I hope to provide some bullet points on residential fire prevention tailored for the cartoon. That said, I'll aim to update the Committee in 2022 within three days of the general membership and executive meetings. As always, I'm open to your input for the cartoon, the Committee, and so forth. I did receive the article that you, <Redacted>, sent on behalf of <Member> about the governor's executive order for the new Office of Environmental Justice. I welcome his action to broaden participation of manmade environmental impacts via a social justice, racial justice, and civil rights take. By the way, the current website is dep.pa.gov/PublicParticipation/OfficeofEnvironmentalJustice/Pages/default.aspx. I'm overdue for a follow-up with the fire chief. I'll reach out to him within the first two weeks of December. I've received no word since last month that you plan to attend, so I'll take what meeting time is scheduled with him. Other than that, electric utility rates increase tomorrow (Dec. 1). If not already, you can switch to a renewable source like wind power to supply your electricity at www.papowerswitch.com. I also gave a resource by which residents can file complaints of illegal fireworks. By illegal, I specified those fireworks popped within a certain footage of an occupied structure (150 feet). I did read the article that <Committee Member> sent on behalf of <General Member>. I'm interested in the state's current status with the Regional Greenhouse Gas Initiative under partisan opposition. Whoever fills the vacancies will be pivotal in the state's fight against human-induced climate change, and what I think will be,,, municipalities privatizing public utilities during the COVID recovery. As a follow-up to last month's general meeting, I sent the following email to the fire department today: <Redacted> and the Bureau of Fire: My name is Jubalyn, and I'm part of the Environmental Committee for the Harrisburg NAACP. A couple of branch members have expressed concern for the potential hazard of firecrackers popped by youth alongside or nearby their homes. I hope you're well-rested from your time out of town. I received confirmation (<Redacted>) that you, too, received the second email I sent to the Harrisburg Area Tenants United (GHTU). As stated, I sent the association two emails (July 20 and Aug. 24) and -- during the first half of the month -- a voicemail. Their voicemail states that they're short on volunteers, so I'll reach out to them once more to volunteer for the hotline for a shift each month. In the meantime, I'm not sure of the direction of the Environmental Committee. It was only this month (August) that I received an email notification and attended my first monthly executive meeting. During the meeting, the <redacted> said <redacted> wants my monthly report to include the average cost of <redacted redacted> and the number of <redacted redacted> in the city. I'll see what figures I can find, as well as the number of residential fires in recent years (say, three-to-seven) and the reported damage to residential property from firecrackers. By Sept. 15, I hope to send you a draft inquiry to the Fire Bureau about the feasibility of kids and kids-at-heart popping firecrackers in a controlled environment on scheduled days in the summer.
