Note: A copy of the Nov. 2021 email sent to the Harrisburg NAACP Environmental Committee follows. <Redacted>: I did receive the article that you, <Redacted>, sent on behalf of <Member> about the governor's executive order for the new Office of Environmental Justice. I welcome his action to broaden participation of manmade environmental impacts via a social justice, racial justice, and civil rights take. By the way, the current website is dep.pa.gov/PublicParticipation/OfficeofEnvironmentalJustice/Pages/default.aspx. I'm overdue for a follow-up with the fire chief. I'll reach out to him within the first two weeks of December. I've received no word since last month that you plan to attend, so I'll take what meeting time is scheduled with him. Other than that, electric utility rates increase tomorrow (Dec. 1). If not already, you can switch to a renewable source like wind power to supply your electricity at www.papowerswitch.com. It won't lower your rate necessarily, but it'll reduce consumer demand for natural gas. Edited for spelling, clarity, and a blog format. <Redacted> Happy Halloween! My mother began two family traditions [for] Halloween: chili for dinner and a stop at the fire station for trick-or-treating. Speaking of the firehouse, Chief Enterline of the fire department would like to meet with the Committee for a brainstorming session. It was a response to the September email I sent that in part asks: Is it feasible for the Bureau to pilot a program for kids and kids-at-heart to pop... firecrackers on [predetermined] days in designated locations during warm-weather months? See Environmental Committee: Harrisburg Fire Department below. Let me know if you will/won't attend before he and I set up a time and date. On behalf of the Committee, my final-of-three attempts to partner with the Greater Harrisburg United Tenants Associated has expired. See "NAACP: Environmental Committee (July 2021)" below. I sent the following email to the Association on Sept. 21: GHTU, I'd like to volunteer for the helpline one or two days each month. I also left a voicemail at 717-461-2096 this afternoon. Please indicate your interest (or not) within two weeks (Oct. 5) so I can accommodate my schedule. In the recent general and executive meetings, I responded to the president's request on how tenants can file legitimate complaints against their landlords. For context, refer back to Environmental Committee: Harrisburg Fire Department below. Of emphasis to the Environmental Committee, I noted the complaint form below for occupied properties that violate city code. I also gave a resource by which residents can file complaints of illegal fireworks. By illegal, I specified those fireworks popped within a certain footage of an occupied structure (150 feet). I've linked the complaint forms for tenants and fireworks below. (Callers can request the forms at 717-255-3040 or 3-1-1 {local}). Edited for brevity. <Redacted>, I did read the article that <Committee Member> sent on behalf of <General Member>. I'm interested in the state's current status with the Regional Greenhouse Gas Initiative under partisan opposition. Whoever fills the vacancies will be pivotal in the state's fight against human-induced climate change, and what I think will be,,, municipalities privatizing public utilities during the COVID recovery. As a follow-up to last month's general meeting, I sent the following email to the fire department today: <Redacted> and the Bureau of Fire: My name is Jubalyn, and I'm part of the Environmental Committee for the Harrisburg NAACP. A couple of branch members have expressed concern for the potential hazard of firecrackers popped by youth alongside or nearby their homes. Is it feasible for the Bureau to pilot a program for kids and kids-at-heart to pop... firecrackers on [predetermined] days in designated locations during warm-weather months? Secondly, the focus of my term as... Committee chair is non-arson residential fires in the city. For informational purposes, would you tell me the number of documented residential fires (particularly, non-arson) ... over the last three years? [Due to] inquiries from residents, the president requested in [tonight's] executive meeting that I find out the process for tenants to file legitimate complaints against their landlords. I have yet to give up on the Greater Harrisburg United Tenants Association, [and] I emailed them the following message two days ago: GHTU, I'd like to volunteer for the helpline one or two days each month. I also left a voicemail at XXX-XXX-XXXX this afternoon. Please indicate your interest (or not) within two weeks (Oct. 5) so I can accommodate my schedule. I received confirmation (<Redacted>) that you, too, received the second email I sent to the Harrisburg Area Tenants United (GHTU). As stated, I sent the association two emails (July 20 and Aug. 24) and -- during the first half of the month -- a voicemail. Their voicemail states that they're short on volunteers, so I'll reach out to them once more to volunteer for the hotline for a shift each month. In the meantime, I'm not sure of the direction of the Environmental Committee. It was only this month (August) that I received an email notification and attended my first monthly executive meeting. During the meeting, the <redacted> said <redacted> wants my monthly report to include the average cost of <redacted redacted> and the number of <redacted redacted> in the city. I'll see what figures I can find, as well as the number of residential fires in recent years (say, three-to-seven) and the reported damage to residential property from firecrackers. By Sept. 15, I hope to send you a draft inquiry to the Fire Bureau about the feasibility of kids and kids-at-heart popping firecrackers in a controlled environment on scheduled days in the summer.
